The Government’s War on Cash

Issue #380, August 24, 2015

Note there are some important points about the stock market following my discussion of this week’s main topic.
Over the last few weeks there have been many posts on the Internet saying that in April of this year, JP Morgan Chase sent a letter to customers of changes in the lease agreement of their safe deposit box including “Contents of the box: You agree not to store any cash or coins other than those found to have a collectible value.” It also said that a PIN and 2 forms of picture ID would be required to access the box in the future.
RMD comment: I have looked at all the posts, and I’m not sure how this was started, that is, if it is truly legit. Every local banker I spoke with was aghast on hearing it. Almost everyone said the exact same thing. “We don’t know what’s in your safe deposit box, and we don’t want to know. A subpoena would be required to inforce this”.
You may wish to check with your bank to see if there have been any changes in the rules on your safe deposit box. If this is fiction rather than fact, it shows how once something is started, it gains more legitimacy just by being repeated.

I had already started this newsletter when a piece appeared in the Wall Street Journal on 8/13 about “How Bank “De-risking” Hurts Legitimate Customers”. The US Government has used a legitimate push to stop money laundering, markedly accelerated after 9/11, to declare war on cash, and do everything they can to invade your privacy. They equate the use of cash with criminality.
The article notes how banks have essentially been driven out of some businesses, such as the legitimate transfer of money to Somalia, or closing branches in Nogales, AZ, to avoid unintended connections to illegal drugs or human trafficking. The large, multi-national banks have cut many of their correspondent relationships with other banks for sending money around the globe. The article states “Banks have concluded that they will be punished anytime money reaches criminals, regardless of their own efforts. It’s better to drop all supposedly risky customers.”
Note that this article makes no comment on safe deposit boxes.
    This illustrates two general points:
    1) how bureaucratic creep applies to everything (see below). To prevent one mistake, 100, 1,000, or 10,000 people must waste their time. Common sense is in short supply. Remember: you can’t legislate against stupidity, and there will always be dishonesty.
    2) It shows the government’s desire to increasingly interfere in your life. Many people don’t know that part of the Affordable Care Act would have required a person to report any business transaction greater than $600 in one calendar year to the government. Ex: if you sold a 1 oz. US Gold Eagle for $1,200 at the local pawn shop or coin dealer, it would have to have been reported. Thank God some people recognized how intrusive that was, and it was quickly repealed.

                                                              RMD
No bull, or bear, market lasts forever. This bull, thanks mostly to the money printing of the Fed (and other Central Banks) has been very kind and giving. Since March, 2009, the S&P 500 is up from 667 to a recent high of 2130.
Lowry’s Research has been in business for 88 years. I believe they are the premier technical forecasting service. They note more and more signs have appeared suggesting a major market top is imminent.
RMD comment: my take is that probabilities suggest the market will bounce. If it makes a new high, it will be nominal. Either way, it will then turn down. Lowry’s notes there will be increasing selectivity and that strength in the last stages of a bull market is concentrated in the large and mega-cap stocks, those in the S&P 500 and S&P 100.
I will comment on this weekly. In the meantime, please be careful.
I haven’t discussed Collectables for a while, so will in the near future. I’ve also mentioned many times about the potential downsides of social media and the voluntary loss of privacy. The hacking of the website Ashley Madison is worthy of discussion.
I am on the Editorial Board of the American Journal of Medicine. I’ve been thinking about the Negative Secular Trends in Medicine, and have written many newsletters on some of the aspects of this topic over the years. About 3 months ago it all came together and over this time I have written the following pieces that have been accepted as Commentaries, which are the lead article of the Green Journal. They will start to appear in about January of next year.
    1) Student Debt.
    2) High Administrator Salaries.
    3) Prolonged Training Periods.
    4) Bureaucracy: The American Board of Internal Medicine and the Maintenance of Certification Debacle.
    5) The Summary should be submitted by the time you receive this newsletter.
This general topic would make a nice presentation or a Grand Rounds. I have already received one invitation.
I have repeatedly noted that economic and political freedom are inseparable, one in the same, and that as the Chinese become wealthier they will demand more political freedom. We are seeing the struggle now. The Communists leadership wants to project the image (façade) of a free market, but they want to remain in power. The problem with free markets are just that: they are free, and things can go against you.
First, they want the Yuan to float. But instead of floating, it sinks.
Second, they want the stock market to rise = good, because people are richer. But then the stock market drops, essentially crashes = bad, because those who got in at the end, typically the little guy, was crushed.
Third, the government encourages the banks to lend, and now they’re stuck with a lot of bad loans.
Remember that what appears to be even small, side show events can quickly become big problems. In 1997, the Asian Currency Crisis quickly engulfed the entire financial system, ultimately requiring Fed intervention. The crash of the Vienna stock market on May 9, 1873 precipitated the first world-wide financial crisis, including the panic of 1873 here in the US.
In 2012, we established the Doroghazi Eagle Scout Awards in the Great Rivers Council here in Central Missouri. They are 3 awards of $10,000 each to young men who earned their Eagle Scout in this Council, and who have excelled in their field, with special preference to those in Medicine, Business, Law, the Sciences and Engineering, and who have served in the Military. The Award is totally merit based. There are no Letters of Recommendation and no interviews.
This year’s Awards were presented at a ceremony on August 8 here in Columbia to:
    1) Zachary Brown. Graduated at the top of his Dental School class at U. of Missouri, Kansas City, and currently is performing a Residency in Maxillo-facial Surgery at U. of Texas Health Center, Austin.
    2) Allen Cowherd. Annapolis grad, where he was a Battalion Commander. Now a pilot and First Lieutenant in the Marine Corps.
    3) Arthur Jago. Phi Beta Kappa grad of Northwestern, now getting a PhD at Stanford School of Business.
